Socio-economic development situation of Bac Giang province in the stage from 2011 to 2015

Implementing the Decree of the 17th Provincial Party Committee Congress and 5- year socio-economic development strategy from 2011 to 2015 in the context of Vietnam’s economy, which has been more and more deeply integrated as well as widely affected by global economy, with all efforts, proactiveness, sense of initiative and creativity, The Provincial Party Committee, People’s Council and People’s Committee have proposed various policies and solutions to implement socio-economic targets, which have yielded fruitful results as below:

I. Economic development

1. Economic growth and transition of economic structure

The growth rate of gross regional Thiết kế nhà hàng domestic products within the province (GRDP) has got higher rate nationwide, the average rate from 2011 to 2015 is estimated at 9.4% per year of which  industry-construction  has reached 16.4% (industry and construction have increased by 19.8% and 7.7% respectively), service has reached 6.7 %, agriculture, forestry and fishery around 3.6%. The average of GRDP per capita continues to go up, gradually keeping pace with the average national rate. In 2015, it is estimated at 1,530 USD, increasing by 820 USD in comparison with 2010.

Economic structure has been positively shifted. In 2015, industry-construction sector is estimated to be 39.5%, service sector Loa phóng thanhaccounts for 36.5%, agriculture, forestry and fishery sector occupies 24% of the provincial economic structure. Labor structure has been shifted toward increase in industry-construction sector and service sector while reducing labor proportion in agriculture, forestry and fisheries sector.

2.  Industrial production

Industrial production value keeps its good noi that hoa phat pace with the annual average rate of 29.2% , beyond the expectation, of which foreign invested sector, non state-owned sector, state-owned sector have risen  by 45.4%, 10.5% and 14.6% respectively. The added value average growth rate has stood at 19.8%, contributing 5.3 percentage points to provincial growth. Industrial sector has grown from 21.3% in 2010 to 30% in 2015.

In industrial production value structure, proportion of Foreign Direct Investment (FDI) has increased while proportion of non Ắc quy đồng nai state-owned sector and state-owned sector have been more and more narrowed down. Several new products of the province which are potential to become major products such as electric and electronic products, computers and its accessories have been developed, initially forming supporting industry.

Up to present, the province has planned five industrial zones, four of which are under operation with total planned area of 1,112 hectares. There are 188 ongoing projects within 279 hectares of industrial máy viên thịt land (equal to 37.7% of the planned industrial land), of which there are 102 FDI projects with total registered capital of US $1,851 million and 86 domestic invested projects with the total registered capital of 4,389 billion dong. Investment capital for projects implementation has reached 18,638 billion dong, equal to 43% of total registered investment capital. 27 industrial clusters have been formed and attracted 233 projects, 160 of which have come in to operation.

 Currently, the province has 435 handicraft villages, of which there are 39 villages meeting the required criteria sáp vuốt tóc nam ( including 14 traditional handicraft villages). Some villages have been maintained and developed as Tang Tien rattan and bamboo knitting products, Van liquor, Thu Duong noodles, Ke rice cake and Lang son carpentry.

3. Agricultural, forestry and fishery production and new rural construction

Production value in 2015 is estimated at 17,720 billion dong, the annual average growth rate of production value from 2011 to 2015 is 5.2%. The added value growth rate of agriculture, forestry and fishery is 3.6% per year, contributing 0.9 percentage point to provincial growth. The proportion of agriculture, forestry and fisheries in economic structure has slipped from 28.3% in 2010 to 24% in 2015.

Agricultural production has developed sustainably; đau đầu the average growth rate of production value has reached 4.7% per year. The average value added growth rate  has reached 3.1% per year, agricultural structure of economy has come down from 26.4% in 2010 to 21.9% in 2015, internally agricultural structure has transformed with the tendency to increasing the proportion of livestock and decreasing the proportion of cultivation. Several provincial key products which have its own trade mark such as Luc Ngan litchi, Yen The hill chickens, Phuc Hoa early-ripen litchi, Yen Dung fragrant rice have been developed. Some centralized production areas have been established to focus on producing valuable goods such as processing vegetables and fruit trees. The production area  under VietGAP standard Dầu dừa has been broaden; linking 4 factors including farmer, scientist, enterprise and manager  in production and product consumption.

Livestock structure has shifted with the tendency to increasing flock of poultry and pigs, decreasing flock of buffaloes and cows, developing form of farming livestock under biological safety standards. Estimation by Nhạc cụ tiến mạnh the end of 2015, the flock of pigs will have got around 1.21 million and the flock of poultry approximately 17 million.  

Aquaculture has been developed with the orientation of intensive fish farming and semi-intensive fish farming. The land used for aquaculture in 2015 is estimated about 12,200 hectares, the output is estimated to reach 30 thousand tons. The average value added growth rate has sáp vuốt tóc vilain reached 10.8% per year; fisheries proportion has inched up  from 1.1% in 2010 to 1.3% in 2015.

Total forest area in 2015 is 135.035 hectares (declined by 25.200 hectares in comparison with 2010, of  which production forest has fallen to 24.560 hectares), of which protection forest area is 16,364 hectares, special -use forest area is 12,780 hectares and production forest is 105,870 hectares. The growth rate of added value has risen to 5.9% per year on average, forestry structure of the economy has stayed unchanged, representing 0.7% in 2015. According to estimates, the centralized forest area from 2011-2015 has been 29 thousand hectares, Gốm sứ bát tràng of which big trees forest area has been standing at 5,460 hectares .

After 4 years of implementing national target program on new rural construction, the  movement where all people has jointly striven for new rural construction has mobilized a wide range of human resources from grassroot community so as to develop rural infrastructure. To date, 100% of villages have finished planning. By the end of 2015, it is estimated to have 33 villages meeting new rural standard, constituting 16.3%.

4. Service

Production value in 2015 is expected to reach 19,000 billion dong, the growth rate of production value on average in phase 2011-2015 has reached 6.7% per year, contributing 2.6 percentage points to the provincial growth. Various types of service has continuously developed with the orientation of diversification.

Since 2011, the province has granted investment Nhạc cụ tiến mạnh certificates for 100 projects in such fields of trade and service, of which some major projects such as Yen Dung resort and golf club investment project, Muong Thanh Bac Giang hotel complex, BigC supermarket and Co.opmart supermarket, etc.

Export turnover growth has had a dramatic surge. According to estimates, export turnover in 2015 has valued 2.6 billion USD, the average growth from 2011 to 2015 has achieved 51% per year, 8.6 times higher than that in 2010.

In the province, there are 26 branches of commercial banks with 64 transaction offices, 20 people’s credit funds. The annual credit growth rate is 15.8%. Total balance of credit of these commercial banks is estimated to reach 24,265 billion dong province-wide in 2015.

 

 

Tourism development has changed positively i.e. making plans and projects, infrastructure investment, training human resource for tourism; cooperation of making tours and tourism routes. The annual average growth rate Máng xối inox 304 is 23.5% with the estimated revenue of 262 billion dong, giving a rise by 37% per year.

Posts and Telecommunications infrastructure has been gradually completed i.e. 100% of communes, wards and town have been covered with cellular network and internet. There are 838 base transceiver stations and fiber optic network in the whole province including commune level.

Transport Service has developed rapidly, many internally provincial and interprovincial bus routes have been put in to operation. Volume of passenger transportation has increased by 5.9% per year on average; volume of goods transportation has grown by 12.8% per year, added value proportion has made up 10% of the service sector proportion.

5. Fiscal revenue and budget  expenditure

According to estimates, the state budget within the province in 2015 is 3,105 billion dong, increasing by 651 billion dong compared to 2010; the domestic budget excluding money collected from land use right auction and dịch vụ seo lottery has reached 1,960 billion dong, 2.2 times higher than that in 2010 with the rise of 17.4% per year on average in the stage from 2011 to 2015. Total budget expenditure in 2015 is predicted to be 8,786 billion dong.

6. Investment attraction and economic sectors development

The total development investment capital in the stage from 2011 to 2015 is expected to exceed 107 thousand billion dong with the annual rise of 24.9% on average. Of which, state capital budget (including state capital budget managed by province, ODA capital,  public bonds, preferential credit loan) has represented 15.3%, foreign investment capital has accounted for 18%; investment capital of enterprises has occupied 22.2%, investment capital in resident area and private.

Since 2011, the province has attracted 203 domestic investment projects  with registered capital up to 11,649 billion dong, 98 FDI projects with registered capital at 1,622.9 million USD (of which, industrial zones has attracted 22 domestic investment projects with registered capital at 1,059 billion dong and 69 FDI projects with registered capital at 1,462.36 million USD). The scale of investment capital of domestic investment projects has reached by an average of 57.4 billion dong per project, FDI projects has reached by 16.5 million USD per project. Ắc quy khô xe máy It is estimated that the capital used for implementing all phases of domestic investment projects have reached 16,880 billion dong, FDI projects have reached 19,420 billion dong (92 million USD). The number of projects attracting investment in industry, service and agriculture have constituted 62.8%, 33.2% and 4% respectively.

The province has focused on attracting ODA and NGOs funds with the aim at building rural infrastructure, electricity, fresh water and environmental sanitation, education, healthcare and enhancement of managing competence for local agencies.

Since 2011, there have been 2,451 newly established enterprises with registered capital at 11,100 billion dong and 206 representative offices in the province.

II. Culture, Society and External Relations.

1. Education and Training

Currently, the province has had 833 educational and training units with over 384 thousands of students. 100% of managing officials at schools have met qualifications and beyond.  By the end of 2015, it is predicted that 85% of provincial schools have been solidified and 80% of schools have met national standards. Primary education coverage at level 1 and the secondary education coverage have been maintained steadily. The high school graduation rate  is over 90%; more than 10,000 students passing their entrance exam to universities and colleges annually.

The province has one gôm xịt tóc luxury university, 04 colleges, 13 vocational schools and 93 vocational training centers, of which Vietnam-Korea Vocational College of Technology has been invested to become one of top quality colleges nationwide. Training for rural labors has achieved several positive results, supporting them in creating new jobs and changing jobs

2. Healthcare service

Curently, the province has 7 state-owned provincial general and speciality hospitals, 02 private hospitals, 09 general hospitals at district and city levels, 03 regional polyclinics. 100% of communes, wards and towns have medical aid stations and 232 clinics and private service units. Annually, over 3 millions of people are medically examined; the number of beds in provincial hospitals per ten thousand people in 2014 are 20.2; 69% of communes, wards and towns meet national criteria of health in 2014.

Over 98% of below one- year kids are efficiently vaccinated each year. Paralysis has been removed and tetanus in infants has been under control. The ratio of kids below five suffering from malnutrition has declined from 19.5% in 2010 to below 15% in 2015.

Assistance policy for Medical insurance has been applied more widely and for more objectives. The coverage rate of medical insurance grew sharply from 52.2% in 2010 to 68% in 2014. This rate is estimated at 70% in 2015.

3. Culture, Sport, Information and Communication

Cultural development has been paid attention with the  typical  movement involving the whole community in bulding cultural life, simplifying the procedures of wedding, funeral and festival. In 2014, 82% of households were recognized as “ Outstanding Family”; the number of villages, resident groups were recognized as “Outstanding village” and “Outstanding resident groups” were roughly 60%.

Traditional festivals have been preserved and developed. Apart from the recognized cultural values  such as Quan ho folk song, Ca Tru (tally card song), etc,  several cultural values have been continually honored, for instance, Buddhist sutras woodblocks of Vinh Nghiem pagoda have been recognized as a World Documentary Heritage under the World Memory Programme of Asia-Pacific religion by UNESCO and the relics of Yen The Uprising has also been recognized as Special National Relic.

The trend of physical practice and sport has been boosted rapidly. During the period of 2011-2014, Bac Giang sport teams participated in over 140 national and international competitions, winning 447 different medals in total (of which there were 121 gold medals).

The province has three provincial press agencies and three central permanent press agencies, more than 300 websites of state administrative agencies and, civil service units; 10 broadcasting stations at district level and 216 broadcasting stations at commune level and over 30 departments publishing their own bulletin.

4. Policies on social welfare, job creating, poverty reduction and living standard improvement

Sustainable poverty reduction has been paid great attention. The rate of the disadvantaged households slipped from 19.6% in 2010 to around 9% in 2014. In 2015, it is estimated at about 8%.

In the stage of 2011-2015, the province has created jobs for over 136.6 thousand labors (more than 27,000 people are provided with jobs annually), of which the number of labor working overseas has exceeded 19.8 thousand.

5. External Relations

External relations has been paid more attention. The foreign information for promotion of provincial image, policies and investment environment has been improved in both content and form.  The province has attached importance on establishing friendly and cooperative relations with several countries which have had traditional relationship and strategic partnership with Vietnam ; working with international organizations and diplomatic representative agencies in Vietnam. Overseas Vietnamese affair has been paid great attention, facilitating overseas Vietnamese community to visit and seek investment opportunities in the province.

.III. Resources, environment and technological science

1. Land, natural resources and environment management

Conducting and popularizing the  Law on Land in 2013 to 100% of districts and city in the province, focusing on granting certificates of land use right. Since 2011 till now, the province has granted over 100,000 certificate of land use right for the first time to individual households and issuing 5,000 certificates for more than 2,000 organizations.

Enhancing management of minerals exploitation within the province; raising people's awareness of protecting environment, coping with climate change and preserving biological diversity. Carrying out 4 projects namely wastewater treatment in hospitals, waste water treatment plant in Quang Chau industrial zone, environmental pollution treatment for Van Ha and Kho Kep handicraft villages, etc. Applying plenty of waste disposal patterns. By 2015, the rate of waste gathered in urban area has been up to 94.7%.

2. Science and technology

Science research and technology application have been conducted to support in establishing trademark, improving quality and value of the products. From 2011 to 2014, the province conducted 22 projects at state level and 69 projects at province level; verified technology for 9 investment projects; granted certificates of establishment for 2 enterprises specialized in science-technology. Quality management system based on ISO standards has been applied into state administrative agencies. The province has supported the enterprises in applying advanced quality management system to get products meeting standards.

IV. Investment in social, economic structure construction and urban development

The provincial People’s Committee has mobilized resources from budgets of all levels allocated to invest in socio-economic structure development. It is estimated that 17,710 billion dong of state budget capital and public bonds have been mobilized, accounting for 16.5% of the tấm inox total social investment capital by the end of 2015.

 

1. Traffic

More than 7,640 billion dong of state budget  were invested in provincial roads and arteries, facilitating socio-economic development. Continuing to invest several major projects, generating new roads for socio-economic development such as provincial road 293, Dong Xuyen bridge and the road leading to the bridge, provincial road 398 from Tien Phong to Dong Viet, provincial road 398B, starting up the project of building provincial road 295B, etc. In the stage of 2011-2015, improving and solidifying 240 kilometers of district roads, 695 kilometers of roads connecting communes, 654 kilometers of village roads; raising the rate of solidified district roads from 50% in 2010 to 81%, the rate of solidified commune roads from 21.5% to 49.5% and the rate of solidified village roads from 52.5% to 66.6% in 2015.

2. Infrastructure for industrial development

Mobilizing around 235 billion dong of state budget capital for constructing infrastructure of industrial zones such as Quang Chau, Van Trung, Song Khe-Noi Hoang; supporting in infrastructure investment in 7 industrial clusters; investing in outside fence road construction and water discharge and supply system with some projects namely project of waste water treatment plant in Quang Chau Gốm sứ bát tràng industrial zones, project of revamping and upgrading Truc Tay pump station serving for drainage in industrial zones, project of improving electric system, etc.  

3. Infrastructure for Agriculture

About 3,517 billion dong of state budget capital have been invested in order to build pump stations, revamp 38 lakes and dams with capacity of 15 million cubic meters of water, strengthen 2,527 kilometers of different ditches, repair regularly, deal with unexpected problems of dyke system, support in investing infrastructure for aquaculture. Total irrigated area  has  exceeded  81.5 thousand hectares of land, equating to 18% of agricultural land.

4. Infrastructure for Education and Training

More than 1.007 billion dong of state budget capital have been invested with aim to construct facilities, schools and classrooms; build 1,346 new classrooms with solidification rate of 85% in 2015. Building 5 new multifunctional houses belonging to 5 regular education centers, vocational school; building dormitory and canteens for 5 Ethnic Minority Boarding Schools.

5. Infrastructure for Healthcare

Over 1,219 billion dong have been invested to revamp and build new provincial and district hospitals such as: provincial general hospital, hospital of obstetrics and pediatrics, mental hospital, pulmonary tuberculosis hospital, provincial and district centers for Preventive Healthcare and the like. Nearly 4000 types of medical equipment have been procured, several new technical have been carried out in the hospitals like CT Radiology, cranium and kidney surgery, etc.

6. Public and urban infrastructure, head quarter of State management agencies

About 2,193 billion dong have been invested to construct facilities such as multifunctional hall, provincial inter-agencies building, working office for public and civil services of the provincial departments, etc. Bac giang urban areas have become clean, green and well-organized. To date, the province have had 17 urban areas, of which Bac Giang city has been recognized as urban area class II; Chu town and Thang town have been expanded  to meet standard of class IV.

V. Home affairs

1. Administrative Reform

The provincial people's committee has instructed the departments, sectors and local agencies to enumerate, review and simplify administrative procedures under one-stop-shop and interagency one-stop-shop mechanism, gradually satisfying  individuals as well as enterprises. Publicizing 100% of administrative procedures on the website of the province, maintaining strict implementation of working disciplines, renovating working method, management and operation, raising awareness of civil servants' responsibility. Seriously evaluating and classifying the working responsibility of the heads of agencies governed by Provincial People's Committee and the Chairman of People's Committee of districts and city.

2. Defense and Security

Socio-economic development and defense security assurance have been well-performed  at the same time. Keeping updated with situation of political security and social security, promptly handling unexpected security issues, solving citizens’ complaints, actively preventing and investigating various types of criminals and eliminating social evils.

3. Handling complaints and denunciations; preventing and combating against corruption

Dealing with citizens' complaints and denunciations has changed positively; the citizens’ issues have been reviewed and solved more timely and effectively. Since 2011, the province has received 33,271 citizens requesting for dealing with 32,148 issues, received and solved 10,843 complaints, denunciations, petitions and proposals, of which 10,697 cases have been finished.

Inspection, corruption prevention and anti – corruption have also been paid  attention. Since 2011, the province has organized 321 administrative inspections, 224 inspections on the leaders’ responsibility of departments regarding implementation of legal regulation on inspection, complaints, denunciations and   corruption prevention and anti - corruption, 426 speciality inspections in which 196.5 billion dong and 2,111 thousand square meters of different types of land have been proposed solving, 55.3 billion dong and 795 thousand square meters have been proposed reclaiming, 141.2 thousand billion dong and 1,316 thousand square meters of land have been proposed solving by other financial measures in line with regulations by competent agencies, 2,644 decisions on penalizing administrative violation with amount of 7.1 billion dong have been enacted, 107 organizations and 603 individuals have been proposed solving due to their violations of management.
