In recent years, infrastructure construction has been renovated effectively by the contractors. Currently, road, water supply, electricity and sewage treatment systems to the industrial zones are completed which facilitate production and trading of the enterprises. 

Improving the traffic road in the north of Song Khe- Noi Hoang industrial zone

Initiative in infrastructure supply

Before, infrastructure in the north of Song Khe- Noi Hoang industrial zone was invested by Hoang Hai Housing., JSC. However, after many years of implementation, this company breached the contract causing difficulties for the 15 companies operating in this area while the traffic road was seriously deteriorating, drainage system was broken, the construction order and land management were violated and environment was polluted.

Thereof, the provincial People's Committee decided to retrieve their project and transfer this project to the Industrial zone Infrastructure Development Company (belonging to the provincial Industrial Zones Authority) to manage and invest.

In 2014, after taking over the project, the Industrial zone Infrastructure Development Company changed their management method, set up detailed investment plans and advised the provincial Industrial Zones Authority to timely issue proper policies of implementation.

The project on improving six traffic roads and drainage system in the industrial zone with the total expenses of 50 billion dong is a good example. The construction units are speeding up the project progress and it is expected to be finished in November 2016. In addition, the provincial People's Committee approved the project on construction of the common-used road and sewage treatment station for this industrial zone with the total capital of more than 120 billion dong.

"In line with efforts of the units in charge in the industrial zones, the local authority at all levels also need to develop integrated urban system and social services to satisfy demands of laborers. It is very important to facilitate development and expansion of industrial zones", said Mr. Tran Vu Thong, Deputy Head of the provincial Industrial Zones Authority.

Another new point in industrial zone infrastructure construction is that foreign contractors are welcomed. With their financial potential and management experience, Fugiang Co., Ltd (belonging to Hon Hai/ Foxconn Group) has brought about a refreshing change to Van Trung Industrial Zone- the road, drainage, electricity and clean water supply systems have been completed.

In addition, the company has started one sewage treatment station with capacity of 5,000 m3 per day for the first stage. They have completed construction of water pipe line from the Cau river to the industrial zone meeting need of 43 FDI enterprises with total registered capital of $ US 558 million. In 2016, the company will invest about 430 billion dong to complete technical infrastructure at the leveled and expanded areas to fill the allocated land area. They planned to launch the project of houses for workers and social building in June 2016 in Van Trung industrial zone with the total area of 16.7 hectares, total investment capital of over 200 billion dong.

In other industrial zones like the southern area of Song Khe- Noi Hoang industrial zone, Quang Chau and Dinh Tram industrial zones have also been paid attention to construction of technical infrastructure; of which, the construction of Dinh Tram industrial zone has been completed and its area for trading has been filled. Quang Chau industrial zone invested by Sai Gon- Bac Giang Investment Joint stock company and the southern area of Song Khe- Noi Hoang industrial zone invested by Fuji Development Joint stock company has been completed with the technical infrastructure system while the sewage treatment station will be completed in May 2016.

Strengthening management and supervision

So far, the industrial zones have attracted 251 projects including 155 FDI projects and 96 domestic projects with the total invested capital of approx. $ US 2.5 billion and 5,000 billion dong. Such good results partly gained from efforts of the construction companies. The provincial industrial zones Authority always directs, supervises and instructs the companies to make plans and register items' value to get approval from the competent agencies.

Leaders of the provincial industrial zones Authority hold monthly meetings to check, revise and evaluate strength and weakness of each unit and item to detect difficulties and shortcomings and seek for solutions in the next stage. In addition, the provincial industrial zones Authority timely dealt with the cases of construction violating the approved project and construction plan. They imposed severe punishment on the companies polluting environment, violating working safety and fire prevention in the industrial zone.

"Facing profound regional and international integration, the contractors should renew their method of management and operation efficiency. The industrial zone Authorities and other related agencies are making plan and itinerary to change Industrial zone Infrastructure Development Company into a joint stock company", said Mr. Tran Vu Thong, Deputy Head of the provincial industrial zone Authority.

This will be a big change in mechanism to help enterprises take initiative in their management model and capital mobilization, improve efficiency and reduce dependence in the state budget.  The industrial zone Authority will collaborate with related agencies and people's committees of the districts and communes to surmount shortcomings and difficulties in land clearance, supervise and boost up infrastructure construction in allocated land area setting a base for investment attraction. They will make great efforts to attract more 25 projects to the industrial zones in 2016.
