The meeting was attended by Mr. Richard R. C. Shih, Chief Representative and Mr. Liou Luen Jeng, First Secretary of Taipei Economic and Cultural Office in Vietnam. From Bac Giang province, the meeting was attended by Mr. Lai Thanh Son, PPC Standing Vice Chairman, leaders of related departments and agencies, leaders of Lang Giang,Yen Dung, Luc Nam, Viet Yen districts and Bac Giang city. Besides, there was attendance of representatives of Chinese enterprises investing in the province.

Currently, there are 60 projects by Chinese investors operating in Bac Giang province with total registered capital of more than US $500 million, accounting for 17% of the total FDI capital in the province. The main manufacturing sectors include electronic components, electric accessories, plastic products, animal feed, garments, etc. Chinese enterprises have made positive contribution to socio-economic development of the province i.e. contributing approx. 84 billion dong per year to the provincial budget, providing jobs to about 17,000 laborers. Recently, JA Solar signed a MOU on investing the solar cell project. The project is under consideration for approval.

Speaking at the meeting, Standing Vice Chairman Lai Thanh Son stressed Bac Giang province always made the most favorable conditions for investors. The provincial government was determined to construct a transparent and attractive investment climate to attract more foreign investors.

Mr. Lai Thanh Son expected to receive open and straight opinions from investors regarding their advantages and difficulties as running their production and business in Bac Giang province. He wanted them to openly discuss to work out right solutions for difficulties and obstacles facing investors; thereby helping investors to keep their mind on their business and develop it.

In their discussion, Chinese investors requested the PPC to pay attention to upgrading electricity line system for sustainable power supply. In case of power cut, they need to be informed to avoid bad impact on their production. The province was required to fix and upgrade the traffic road especially the frontage roads in Quang Chau (Viet Yen district) and Song Khe- Noi Hoang (Yen Dung district) industrial zones to facilitate traffic for workers and ensure traffic safety. It is necessary to steer related agencies to measure correctly water use of enterprises, improve clean water quality and upgrade sewage treatment system in industrial zones. The PPC was requested to support enterprises in recruitment of high-quality human resources; continue its public administrative reform and reduce overlapped investigations. The Custom Department should release customs clearance online.

In his speech, Mr. Richard R. C. Shih highly appreciated attention of the PPC, which facilitated effective operation of foreign investors. He promised to be a bridge for Bac Giang province to attract more Taiwanese enterprises to the province.

After straight opinions of investors, Mr. Nguyen Van Linh committed Bac Giang province would surmount the shortcomings and facilitate development of enterprises. Simultaneously, PPC Chairman would steer related agencies to ensure effective operation of the investors in accordance with laws. He requested Transportation Department to work with BOT investor in upgrading the National Highway No1, Hanoi- Bac Giang section to promptly complete the path to the overpass at intersection on National Highway No37 to give convenient traffic condition for workers in industrial zones. Bac Giang Electricity Company was requested to speed up the construction of electricity stations to ensure stable power supply.

The Industrial Zones Authority and Department of Labor, Invalids and Social Affairs were requested to make favorable conditions for foreign labor in industrial zones as regulated. The Department of Inspection was required to make annual inspection plan and submit to the Chairman for approval, which ensured no more than one inspection per year for each enterprise. He hoped the enterprises would talk about their difficulties and obstacles through the hotline of the PPC so that such problems could be timely handled. He wanted them to collaborate with vocational colleges in the province to improve training quality and meet the needs of production and business. In addition, the Chairman expected investors to care about environmental issues.
